Laravel NexmoAPI library with Queue and queue messages with a delay.
Nexmo will send messages at 1 message per second (1msg/second) rate from a normal number. Send more messages will result in error. QueueDelay will handle that with a second delay between requests.
For shortcode you can send 5 messages per second. You can increase the cap by placing request with nexmo support team.
